The purpose of this study was to understand deeply the experience and the meaning of low-income elderly`s social capital in the social and cultural contexts. Qualitative in-depth interviews using FGI were performed to 10 low-income elderly in the senior welfare center. The result showed that low-income elderly possessed very low level of social capital in all areas such as networks, trust and social participation. The low-income elderly were dependant on formal networks rather than informal networks. Among the formal networks, the senior welfare center took an important place. Poverty impeded the formation of social capital, such as trust and social participation. Based on results, we drew empathic understanding of social capital among low-income elderly in the senior welfare center. Furthermore, we provide suggestions to improve the quality of life of low-income elderly and achieve progress of society by increasing their social capital.
